srs light disabled/not coming on

Hi, I bought a 2008 honda civic with a salvage title from out of state. I'm from CA. In order to register the car under my name and get the license plates CHP needs to do a VIN verification and inspect all safety features of the car.
The airbag light is not coming on at all which means one or more bags could be messed up or there might be a problem with the module or just the light it self(which I think is less likely).

Due to this problem CHP wont aprove my car and I can not register it. They sent me to a dealer to have this fixed but I know it could potentially coust me a couple or few thousand dollars. My question is: is there a way to make this light go on and go off after the car starts like it should. I was told all airbags work and I can not afford to take it to a HOnda dealer. Who should I go to or what should I do? Please advise.

it sounds like the bulb was probably removed from the cluster; i'd check for that first.
